Nearly four decades after its establishment, The Will Group has grown, evolved and expanded into a family of diverse companies that provide a comprehensive range of products and services to the construction and utility industries including infrastructure, engineering, distribution, warehousing services, and program management.

Historical Timeline

1986

Stephen L. Davis established Electrical Resource Management (DBA TWG Program Management), the first Will Group company, in 1986.

Since then, the Will Group has launched numerous additional companies, created hundreds of jobs and won large-scale projects including a ComEd and City of Chicago project to manufacture and replace over 300,000 high-quality LED lighting fixtures, a Chicago Housing Authority contract to manage the construction of the Altgeld Gardens public housing’s Plan for Transformation, and the Kennedy King College campus at 63rd and Halsted in Chicago.

1992

In 1992 the second Will Group Company was formed.

With support from Valmont Industries, Steve Davis founded
Lighting Solutions of Illinois, a manufacturer’s representative agency that
would eventually evolve into TWG Infrastructure Solutions.

1995

2000

2002

TWG served as the Owner’s Representative for the Chicago Housing Authority (CHA) on a $139.3 million rehabilitation of 16 senior housing apartments and Wentworth Gardens.

2008

Lyons View Manufacturing & Supply Co. (today, TWG Warehouse Services), was founded in 2008 after The Will Group was awarded the opportunity to assemble lighting fixtures used in the City of Chicago’s Blocks Program.

TWG combined new lighting technology, and key opportunities with this program and transformed residential streets, municipalities, roadways, commercial, private and public properties from the amber glow of high-pressure sodium to the more visually true “white light”, or LED light.

2010

TWG served as the Owner’s Representative on the Construction Manager’s team for the $400 million rehabilitation of Altgeld Gardens and Phillip Murray Homes, covering 226 buildings across 17 city blocks.

In the same year, TWG was first recognized by Black Enterprise Magazine as one of the country’s Top 100 Black businesses, and has continued since.

2014

This software delivers critical data throughout infrastructure upgrades, replacing paper maps and spreadsheets, improving field team efficiency, accuracy, and safety. Supported by this application, The Will Group has expanded its services using various technologies to provide “Ground Truth on Every Asset.

2015

TWG provided quality control supervision for two major projects under the O’Hare Modernization Program: a $13.6 million NAVAIDS and FOTS project and a $6 million RTR-U & SPA/HAZMAT project.

Our team oversaw eight new construction buildings and various electrical and civil infrastructure improvements, ensuring compliance until the project concluded on September 10, 2015.

2016

TWG was awarded the Smart Streetlight Projects by both ComEd
and the Chicago Infrastructure Trust to replace and upgrade streetlights.

2018

TWG played a key role in managing the construction of fuel line systems at O'Hare International Airport to support the airport's long-term operational needs, ensuring compliance with safety and quality standards throughout the project.

The multi-billion-dollar expansion of O’Hare International Airport, set to be completed in 2028, will increase terminal capacity by 60%, adding 25 gates and modernizing airport services.

The Will Group surpasses 100 employees.

2021

In 2021, Lighting Solutions of Illinois, a manufacturer’s representative for leading roadway and ornamental lighting manufacturers under The Will Group, rebranded as TWG Infrastructure Solutions.

This change better reflects the company’s expanded offerings, which now include Smart City and Infrastructure Solutions, and allows our team to represent a diverse array of manufacturers, including GE and Valmont, while serving various sectors such as municipalities, transportation departments, utilities, and contractors.

2021

The Will Group begins selling Valmont's U-BEAM Complete Bridge Solution, The First Galvanized Cold Formed Steel Tub Girder Bridge Solution to Champaign County.

2022

The City of Chicago completed the Smart Street Lighting Modernization Project, which involved replacing around 280,000 street light fixtures with advanced smart LED technology with an official ribbon cutting at TWG's K-Town Business Centre in North Lawndale. The initiative saves Chicago over $100 million in electricity costs over the next decade, while improving public safety through enhanced nighttime lighting and increasing operational efficiency. Notably, more than half of the lighting for this project was assembled by The Will Group, emphasizing a commitment to local production by Chicagoans for Chicagoans. This project is acknowledged as one of the largest city-led wireless smart street light programs in the U.S.

In April 2023, TWiG Technologies, a Will Group Company (DBA TWG Engineering), acquired Ruettiger, Tonelli and Associates, Inc., enhancing its infrastructure services.

This strategic move reinforces TWiG’s commitment to smart data collection and integrates its engineering, design, and geographic information technology capabilities. By combining resources, TWiG aims to provide comprehensive and sustainable solutions for public, private, and utility sectors. This acquisition marks a key step in TWiG’s growth strategy, positioning it as a leader in turnkey solutions for site development, transportation, and municipal infrastructure. The announcement was made in a PRNewswire release on April 3, 2023.

2024
